Campaign for Educational Equity

Universal Pre-K

Reflecting the vital importance of early childhood education for all children, the Campaign for Educational Equity formed a strategic partnership with the Center for Children’s Initiatives (CCI) that aims to produce new research and analysis to help New York State meet its long-term stated goal of achieving universal prekindergarten-- which we define as establishing access to high-quality, full-day pre-K  for all three and four-year-olds. We also intend our work to produce models for other states.  

With CCI, CEE has produced analyses that illuminate the complexities of the current state pre-K financing system and provide city and state policymakers with well-researched recommendations focused on ensuring adequate, equitable, stable, and transparent financing that supports the future costs of high-quality pre-K services.

We have introduced the concept that pre-K is an essential part of children’s right to a “sound basic education” with the goal of assuring that all New York children be guaranteed access to full-day prekindergarten in the long-term, with the first priority for high-need districts. We believe that assuring a viable high-quality full-day universal pre-K system requires merging funding for pre-K services into the education funding formula that is used for funding K-12 programs.
